Rules That Set Land Value

TOC, ED1, SB 9, SB 684 and ULA

Every rule below changes what a builder can pay. Each links to the official source.

TOC and CHIP (City of LA)

Transit Oriented Communities incentives, created by Measure JJJ (2016), apply to housing within a half mile of a major transit stop. The 2025 Citywide Housing Incentive Program (CHIP) codifies and updates those transit incentives in its Mixed Income Incentive Program. TOC · CHIP

ED1: 100% affordable fast track

Executive Directive 1 lets qualifying 100% affordable and shelter projects skip discretionary review. The City made it permanent law, effective December 19, 2025 (Council File 23-0623-S1). Single-family and more restrictive zones are excluded. Council file

SB 9 lot splits

On eligible single-family-zoned lots, SB 9 allows a two-unit development and an urban lot split into two parcels of roughly equal size (each at least 1,200 sq ft and 40% of the original), reviewed ministerially, with a three-year owner-occupancy affidavit. LA City Planning

SB 684 / SB 1123 small-lot subdivisions

Ministerial subdivisions of up to 10 parcels and 10 homes on multifamily-zoned lots under 5 acres (and vacant single-family lots under 1.5 acres via SB 1123), with lots as small as 600 sq ft in multifamily zones and a 60-day decision. LA City Planning

Measure ULA on land sales

ULA applies to land the same as to buildings, but only inside the City of Los Angeles: for sales after June 30, 2026, 4% of the full price above $5.4 million and 5.5% at $10.9 million or more. Land in Beverly Hills, Culver City, Santa Monica or Burbank is not subject to ULA. LA Finance

What we check before pricing

Zoning and height district, lot area and frontage, transit tier, existing RSO units (replacement and tenant rules), overlays and specific plans, and whether the buyer will be a builder, an affordable developer or an owner-user.

What Moves Price for LA Land

Buildable unitsBase zoning plus the best available incentive sets the unit count buyers underwrite.
Lot size and shapeDouble lots and corner lots, like our 14,000+ sq ft Kings Rd site, open up better floor plans and parking.
Existing tenantsOccupied units mean replacement, relocation and timing costs; vacant delivery is worth more.
Entitlement statusApproved plans remove risk; buyers pay more for a site they can permit now.
Holding incomeRent from existing structures carries the buyer through design and permitting.
Builder demand by areaWestside and Valley townhome builders, affordable developers and owner-users each bid differently.

Questions

Los Angeles Land Seller FAQs

Who is a top land broker in Los Angeles?

David Saghian of The Saghian Group at Lyon Stahl. Our closings page lists 11 development-site and land sales totaling $25,888,500, from Pico-Robertson and Beverly Grove to Studio City, Sherman Oaks and North Hollywood. David has closed $300M+ in sales personally, and our team has closed $400M+.

How is a development site priced in Los Angeles?

By what a builder can do with it: price per buildable unit and per land square foot, after zoning, transit incentives, replacement-unit rules and construction costs. Our 845 S Le Doux Rd sale closed at $450 per land square foot and about $192,857 per buildable unit.

Does TOC still exist after CHIP?

The TOC Guidelines remain on City Planning's site, and CHIP's Mixed Income Incentive Program codifies and updates the transit incentives as Transit Oriented Incentive Areas. Which program a buyer uses changes what your land is worth, so we check both.

Can my single-family lot be split under SB 9?

Possibly, if it is in a single-family zone and meets the eligibility rules (no recent tenant-occupied demolition, not an individually designated landmark, and other limits). Each new lot must be at least 1,200 sq ft. City Planning reviews it ministerially.

Does Measure ULA apply when I sell land?

Only in the City of Los Angeles, and only above the threshold. Most infill lots sell below $5.4 million, so they pay just the regular City (0.45%) and County (0.11%) transfer taxes. We model the tax on any sale near the line.

Do you sell entitled projects and partly built ones?

Yes. We sold 11903 Burbank Blvd, a four-unit property entitled for 23 units, and 10843-10849 Hartsook St, a nine-townhome project sold mid-construction.

Will a cash land buyer pay more than a broker-run sale?

Rarely. A direct cash offer has no competition. A marketed sale puts the site in front of builders, affordable developers and 1031 buyers at once, and that competition usually sets a higher price. We will show you the math.
