Valley rules differ by city. North Hollywood, Van Nuys, Sherman Oaks and Valley Village are in the City of Los Angeles (RSO for buildings built on or before Oct 1, 1978; Measure ULA above $5.4M). Burbank is its own city. We confirm which rules apply before we price.

Valley 2–4 Unit Questions
Who sells duplexes, triplexes and fourplexes in the San Fernando Valley?
The Saghian Group has closed five 2–4 unit sales in the Valley totaling $6.0M, in North Hollywood, Burbank, Valley Village and Van Nuys. David Saghian personally handles every sale; three of these were closed by Tony Sameyah of The Saghian Group.
Is my Valley fourplex under LA rent control?
Most of the Valley (North Hollywood, Van Nuys, Sherman Oaks, Studio City, Valley Village) is in the City of Los Angeles, so a building built on or before October 1, 1978 is generally under the RSO (LAHD), with a 3% allowable increase for July 2026 to June 2027 (LAHD bulletin). Burbank is a separate city and is not under the LA RSO; AB 1482 may apply instead.
Does Measure ULA apply to Valley 2–4 unit sales?
Only inside the City of Los Angeles and only above $5,400,000 for sales closing after June 30, 2026 (LA Finance). Our Valley 2–4 unit sales ranged from $960,000 to $1,350,000. Burbank sales are not subject to it.
What GRM do Valley triplexes and fourplexes sell at?
Our five Valley 2–4 unit sales traded at GRMs from 13.24 (5057 Cahuenga Blvd) to 20.8 (11903 Burbank Blvd, sold by Tony Sameyah, which was priced on its 23-unit entitlement). Every building is different; we price yours from its own rents and nearby sales.
Can I sell a Valley duplex or triplex with development potential?
Yes, and it should be marketed to developers as well as income buyers. 11903 Burbank Blvd, sold by Tony Sameyah of The Saghian Group, was an existing fourplex on a 10,259 SF corner lot entitled under TOC Tier 3 for 23 units.
Do you work in Studio City and Encino too?
Yes. See our Studio City and Encino pages and the San Fernando Valley hub for all of our Valley sales.
